Translates to "a call to return", but often referred to as "open arms" by English speakers. Chieu Hoi was a pacification program introduced by
President Diem in 1963 that sought to weaken the enemy by encouraging
VC /
NVA personnel to defect to the GVN side. The returnees (Hoi Chanh) were used as a source of intelligence information before receiving political indoctrination, training and employment assistance.
