VCI
The Viet Cong Infrastructure was the political and administrative organization through which the
Viet Cong controlled the villages and hamlets of South Vietnam. The cadres of this shadow government extorted taxes and gathered intelligence on enemy troops from local farmers and peasants. They were also responsible for recruiting soldiers and assassinating government leaders and supporters.
The
Phoenix Program was established in 1968 in order to identify and neutralize members of the VCI.
